A Look Back at the STTRC Annual General Meeting

Presentation of the 2025 financial statements, adoption of the 2026 budget, presentation of the Executive Committee’s annual report, report on the status of negotiations, and mobilization plan for the coming months: we look back at the STTRC Annual General Meeting (AGM), which was held on April 18, virtually and at the CSN headquarters in Montreal.

Regarding the financial statements: the STTRC’s projected deficit in the 2025 budget was $186,000; it was ultimately $145,000. This is due to several regional Executive Committee meetings, an annual summit in Drummondville that was held over five days instead of three, and numerous training sessions provided to delegates, members of the bargaining committee, and members of the Executive Committee.

The 2026 budget, approved by members present at the AGM, projects a deficit of $97,000. As Secretary-Treasurer Lise Millette explained, the STTRC has an accumulated surplus of over $800,000 and is committed to exercising strict control over its expenses, including requests for time off.

President Pierre Tousignant noted that several expenses incurred during negotiations are reimbursed by the CSN’s Professional Defence Fund (“Fonds de défense professionnelle”).

Furthermore, the STTRC is in discussions with an organization interested in subletting part of the union office space.

As we are currently in negotiations, the STTRC will temporarily raise its dues rate from 1.95% to 2.05%. It will return to 1.95% once negotiations are concluded.

In its report, the Finance Oversight Committee urged the STTRC to more regularly track the hours accumulated and reclaimed by union members.

This bank of hours represents a $30,000 liability in the union’s 2026 budget.

The bargaining committee presented a progress report on discussions with CBC/Radio-Canada. Talks on the first block of issues, which includes labour relations, grievances, and disciplinary measures, have been completed to the satisfaction of both parties.

For the past few weeks, they have been discussing job descriptions and inter-unit projects.

Marc Gosselin, the STTRC’s communications and mobilization officer, presented the action plan for the coming weeks and months, which includes a campaign to solidify our demands related to the negotiations.
